TOWNSCAPE prepared concept-level TOD plans for three station areas in Carrollton --Downtown, Trinity Mills and North Carrollton. The Old Downtown Carrollton Station (Belt Line Road) area has the greatest opportunity of any DART station outside of Downtown Dallas to attract development because it is located at the intersection of 4 rail lines—the UP (DART), the Cottonbelt (DART), the BNSF and the new proposed Denton County transit line. A station platform planned for the Cottonbelt line will connect Plano and Richardson to D/FW Airport. Ultimately there will be station platforms for each of these lines.

TOWNSCAPE’s plan includes a strategy to attract development, with physical improvements including a development framework for a walkable, mixed-use town center, with accompanying organizational and funding strategies. TOWNSCAPE also prepared form-based development codes for all three Carrollton station areas.
